On 30 September 2016, Vermont Law School (VLS) and MCRB with the support from Heinrich-Böll Stiftung co-organised a second training session for Environmental Impact Assessment (EIA) consultants in Yangon, together with the Environmental Conservation Department of the Ministry of Natural Resources and Environmental Conservation (MONREC).

This workshop, which followed on from the 12 August session, focussed on public participation and the need for a public participation plan, mitigation hierarchies and environmental management plans.  Discussion sessions particularly focussed on the challenges of mining EIAs.  MCRB highlighted the ongoing consultation on its draft sector-wide impact assessment on mining, which is an opportunity to make recommendations to the EIA process for mining and its implementation so that it supports more responsible and sustainable mining.  Most of the 70 participants were local consultants conducting EIAs, and project proponents. 

The PACT/Mekong Partnership for the Environment/MPE draft regional guidelines on public participation available in English and Burmese were highlighted and participants were encouraged to give inputs at the 14 October consultation in Yangon, and the ongoing online consultation (deadline).
